I have to admit my thinking is similar to Boomerangs sentiment as far as government involvement. It would seem cheaper and less work without having to destroy private property and covering it up with all the cloak and dagger stuff by just purchasing land and cattle and monitoring themselves. It's not like BSE is a big secret and whatever testing needed to be done still could be kept from prying eyes ala area 51. Perhaps they went about it the wrong way from the beginning and once they started down that road there was no going back ?
