Fukashima is not so much about Agenda 21. The purpose of it is make the Japanese public demand a shift away from nuclear to natural gas.
Natural Gas is $4/mcf in America at the well-head. That's not profitable. NG is $11/mcf in Europe. That's is profitable.
The U.S. and Qatar are paying Al Qaeda to overthrow Syria in order to break Russia's lock on supplying NG to Europe. They want a pipeline through Syria to move Qatar's North Dome field to Europe. Assad is preventing that (and he's not accepting IMF loans). He must be replaced with a theocratic puppet like they did in Iraq, Egypt, and Lybia that will accept IMF loans and be easier to control.
Japan is building huge new LNG terminals to accept gas from Israel and Greece. They are widening the Suez Canal to accommodate the massive LNG tankers.
Agenda 21 is still in the early stages where they catalog every natural resource. After the data is gathered, they can implement policies to drive the human resources into urban areas by outlawing all activities necessary for rural survival such as water wells, on-site energy generation, and non-GMO crops that naturally self-replicate without patented chemical supports.
After the resource controls are in place, population reduction is far easier to accomplish. They only need to turn a dial. The population no longer has a means of independent, non-corporate survival; no independent food, no independent energy, no weapons, no independent schools.
