i always thought it would make a good running gag in a movie to have a person born on feb. 29 have to go through hoops or deal with bureacratic nonesense because of their birthdate. such as applying for social security or getting a driver's licence or applying for a loan.

the movie Brasil comes to mind , remember the role of central services in that terry gilliam classic?
