That's a huge mistake in ufology, assuming that there is only one entity out there that will always be beyond our technological reach. A one to one relationship (type0-type1) would solve alot of issues but its illogical. A many to many environment is more likely.

 

In our galaxy you probably have thousands of type zeroes out there some of which are about to spawn type 1 wings. You probably have a few type 1's in our galactic sector already probing out type zeroes like us... keeping tabs on the locals as Stanton Friedman would say lol.

 

Some fundamental religious types would like this universe to be empty but it is likely buzzing with wild stuff that most of humanity, stuck in its earthly affairs, really has no time and energy for. Current energy conservation reflexes dictate that none should be allocated to affairs that are not deemed a threat to our security. Keeping the lid on is priority number one lol
