I recall years ago, though I can't find it right now, reading that lights over the great lakes could be things like car headlights on the other side of the lake being lensed by the atmosphere. It sounds similar to mirages in the desert.

Not saying that's necessarily what this is, but it is possible. The pair of lights could be... well... two headlights... :)
 
There's good reason to believe this 'UFO' is nothing more than the planet Mars. Chris Rutkowski had this to say on his Facebook status earlier today: "Cleveland UFO seen in same spot in sky every night, for hours. Mars is in exactly that spot, every night, for hours".

Nope, its under the clouds and I do not think Mars orbits between the ground and the clouds.
Last time I checked Mars is only 1 and not 2

Also Mars does not move across the city and move back

also Mars does not melt the ice on the surface of Lake Eerie
