Lee Smolin, founder of the Perimeter Institute has put forth a controversial theory. However, he believes that this theory, (unlike some others), is testable. He is very careful in stating that this is not mystical, woo, or pseudo-science musings.
In the development of quantum computing there is matter introduced into our universe in which has never existed. As it turns out when these experiments are first conducted involving new matter, the expected test results are askew. However, as the same exact experiments are conducted over a period of time, the results fall into line with the original predictions. So the question here is.., does our universe learn? And if this were to be correct, how might that possibly influence the emergence of phenomena, if at all?
