this is what I have so far it needs a lot of work.......

I am thinking maybe a points system might be better?

Where>When>Who>What
50% 25% 15% 10%

so out of a maximum score of 100 total the thing would be scored out of 50 for where it was found. Out of 25 for when it was found. out of 15 for who. and 10 for what it is.

Is this exclusive to found artifacts?

Really good point!

I believe that "where" must come first but I need a more clear explanation of what I mean by that.

For example some of the most 'significant' UFO's have been reported at Nuclear sites, I would describe that as 'context' or 'supporting evidence' and would give such a case a higher score for 'location'. Mostly because of trained observers, radar and discipline.

I forgot about 'trace' fossils sometimes you don't need the actual 'thing' just an 'impression' of it.

I am finding it hard to think in general terms, rather than specialised ones, which is annoying because I am pretty sure the same principles apply be it a UFO case or a History one.

I will do more thinking.
 
I am coming to the realisation I have a big gap in my knowledge, reading a chart is one thing, writing it is another!

I think what I really want is a questionnaire that would help with evaluation of cases.

I will add more when I have thought it through better.
