Not sure what to think, but this skull looks a great deal more "alien" than Lloyd Pye's "Starchild" skull. I would like to have something to scale it to in the photograph...like a 10cm ruler.

ETA: the article mentions that the skull is "almost as big as it's 50cm (20in) body"
 
The answer could be more down to earth so sorry to burst any bubbles on this being alein but the simple answer is almost always the right one as you all know.
so let us do an image search for a condition called hydro-cephalic or Hypocephalus.

I personally think this is what we are seeing here if the skull had not been strapped and thus grown into the shape we see.

Perhaps it is a medical condition. But the eye sockets and teeth are pretty strange looking.

Simple answer doesn't mean a trivial one. This comparing with deformation due to illness is being made each time similar scull is being found, I think the jury is out till DNA analysis is being made.
