@Rikki - Firstly, I am suspicious that there just happens to be a car/video camera following the car in question. That is very suspicious.

Secondly, I think the 'alien' is some kind of rubber 'toy' and probably both hands and the head are attached to fishing wire or suchlike and it's being dragged back, around and up the back of the car. The other end (the feet) would have to be attached too which all round the car would provide a pully system with which the 'alien' could be brought back underneath and up the back, then the pully system would be moved the opposite direction and the 'alien' would move back underneath.
I certainly don't think it's a real alien so my explanation is more likely than it being real, even if my explanation is horseshit!

I think if it comes from thirdphaseof the moon its fake...
