Give peaceful protest a chance

I caught this interview on my way to work this morning with the new head of border security. There isn't a whole lot of things of interest here but I am glad I caught it Mr. Kerlikowski had an interesting personal observation about crowd control. I've taken an interest in the concepts of social engineering both in the security and poli sci sense. His summation (but my words) that "aloof" riot gear clad officers may encourage a seige mentality and push what would be an orderly protest into a problematic protest as opposed to lightly geared officers interspersed within the crowd.

I found this interesting because it could be a chicken egg thing, are chaotic protests a result of people spotting riot gear and taking it up a notch or does the riot squad appear after things start to get out of hand ?
