That would shuffle the responsibility for the meters from the meter people and residents to the utility line crews, who would have to set them up where each transformer that feeds a set of residences is located. It could certainly be done, but you can imagine the bureaucracy you'd have to wade through to get the city planners and utility providers to change their system.
