This is a pretty common practice in prisons around the world, it's also used for smuggling drugs across borders and through airports. I've heard guys that do this type of thing refer to their nether regions as a kind of "man purse" on various prison shows. It's definitely a dangerous way to smuggle drugs considering that your anus is basically a giant mucus membrane, kind of like the inside of your nose, so if that balloon or baggie busts open, you can kiss your a** goodbye as your body will absorb all the drugs and you will die from a massive overdose.
