I came across this video. It could explain some UFO reports. Testing starts at the 1:30 mark..

It makes me think if the govt or whoever already has advanced craft based on this.. Just watch what it looks like when it's launched as well as the animation at the end of the second video. Even the test model is sort of cone/bell/saucer shaped.
