The plane is flying through the clouds. The FLIR, however is pointed downward at an angle, and NOT through the clouds as you think.
Do a google search, there's a segment on one of the UFO shows all about it where it was debunked.

Even a level headed Mexican UFO researcher (not Jaime Muassan of course- who never saw a UFO he didn't believe in) said this was the case as well. It's in an old thread from what I remember.

It's NOT a bunch of UFO's. The UFO's are stationary, it's the plane that moves.
Notice that it's on FLIR, and not on a real camera. If it were on a real camera, you'd see through the clouds the oil refineries. There were 3 shows about this event on The History and Discovery channels about it, all three debunked it, and the course the plane flew, took them over the refinery in question.
