The news report I saw stated it was a manned air craft. Very weird. It's rather unsettling that they refused to confirm that it is not something the local residents should worry about. They say it only appears on clear evenings, which some people speculate could have to do with thermal imaging of local buildings/homes/business/etc. Here's the story I saw earlier:
