Frank Salisbury has in his book Utah Ufo Display 2nd Edition. I've interviewed neighbors who knew the previous owners as well who dispute some conclusions Frank came to, mainly that the activity was dormant prior to the Shermans (not true according to neighbors). neighbors claim the previous owners were proud people who tried their best to ignore the odd occurances on their property. Also the neighbors themselves where seeing glowing balls of light and Garcia even saw a massive metallic basketball shaped craft land in his backyard prior to the Shermans owning the property. The key is the Basin is the hotbed of ufo-like activity, the focus is not necessarily the ranch. Also I know law enforcement officals who were working the cattle mutilation cases on and around the ranch prior to the shermans. So yes the locals were filing complaints with local law enforcement, however there was little they could do to stop it other than document.
