NJ UFO / Balloon?

Looks like a balloon to me. I wish someone would have got a video.

My initial visual impression is that it is a balloon. The arc suggests a flexible structure. It even has the appearance of being inflated.

I've seen pictures of things like this on the ground. They were essentially long tubular balloons. Their original function (other than to masquerade as a UFO) is unknown to me.
