Not sure about this Video

A buddy sent me this link to a video recorded during an Obama speach. I thought that the FAA closed the airspace for a number of miles in radius when a speach is given outside by a presidential candidate.

I have no idea if the video shows anything more than an airplane but it did strike me as odd that if it is an airplane that there was obviously no airspace restriction.
