Perhaps ... and just perhaps it's all a secret conspiracy by the Governments to prepare to handle large scale disasters like floods or pandemics. Maybe, just maybe the military might be used to help rescue innocent people in a time of such crisis, and possibly being armed might just help them do that ... especially if you've got a bunch of half crazed civilian wackos running around shooting ... but nah ... that would just be silly ... right?
