All I can say with this project is good luck. I don't think THEY know how this works well enough to pull it off IMO. Why else would they want to study something like telepathy if it could not be used it to kill people,

Here's a thought why not use telepathy to to communicate with deaf people or people with brain damage??

Well, technically telepathy is not the agent used to kill people in this case, they mean to use it for communication/intimidation type tactics. I do agree with you that there are WAY better uses for this,
Just out of curiosity Ally, what leads you to believe that DARPA or the pentagon doesn't know enough about telepathy? Or computer-mediated telepathy?

Wishing them luck was my lovely sarcasm and the answer to your other question is more speculative out of my our experiences.

Obviously IMO this groups knows quite a bit about computers and how they might interact with consciousness. I don't think that we (current humans) are able to emulate certain aspects of consciousness.

I think our current technology is able to put thoughts and voices into people's heads but that isn't the same as using or deploying telepathy. This is just my opinion from someone that has been messed with by what appears to be a segment of the government. I do not make that last statement out of haste but have put much thought, effort and "research" into what I just said.

If THEY want to emulate consciousness first they should become it. It is like a blind man trying to study colors.
 
somewhere in Japan, a lovely little mind-reading computer is being worked on. it tracks your thoughts, and uses what it tracks to play a video game. there is something in that research and development that has come out for the benefit of people with profound paralysis, in that it is being developed to 'read' their thoughts to display onscreen for communication.

not too far from now, if those ideas work out really well and there is no reason they shouldn't, we should be able to hook up people to those little metal helmets and take base readings, then if they ever get arrested and go to court, the machine will read their thoughts and pronounce guilt or innocence.

What if someone is a medium or a channeller? This would be as affective as the lie detector test for determining guilt which isn'too reliable

I don't know about any of you but I have many different thoughts going on all the time.
