What cost/effective investigative method dealing with the phenomena would he propose to the US or Canadian government? Would a comprehensive 2 year radar tracking, pilot observation survey be enough? ....Would a Blue Book II 2011 edition do a better job ? ... Assuming that we live in a much more secular world of course
