Reagan often talked about a scenario where the differences nations have with one another could be put aside. His best example was alien invasion. Because this would be a threat to the species. Hence it would be easier to unite under a common goal, survival. He was using this as an allegory to show that we are not so different.
If we can imagine a scenario where we put aside our petty squalbles and tortured history to unite in a common goal then there was hope that we could do it for far less a dire necessity. People in the UFO community take his "fantasy" as a sign of preoccupation with the "true knowledge" of the "Extra-Terrestrial Reality" (to quote Bassett... I will never again quote Bassett).
Anyway, you get the picture. It was the cold war and we were concered about inadvertant nuclear holocaust. When one takes an historians view of his "fantasy" then the allegory becomes clear. One more reason we need to step away from the words of a President and consider the meaning in the greater context.
Personally, I do not believe that US Presidents are briefed on the UFO subject even when directly asked to be. I think that Reagan simply needed a scenario that was a "no brainer". Of course they would help us and we would help them. He needed to establish that thread of commonality and then start to expand on it. He was a great man, despite your view of his politics or the acting in that BoBo movie. He had a hope that man could stop killing one another and learn to accept and live together in peace. Nothing wrong with that.
