This looks like it may be CG, but if not it's pretty wierd.

Very grainy so its hard to make it out. Could be a bubble or something near the camera
I've never seen a bubble move horizontally at a high rate of speed. I was thinking maybe a blurry fish, a siphon propelled jelly-fish maybe... still assuming it's not CG.
A blob of mercury being squeezed between layers of water with varying temperatures?
 
If your going to send something thru the bubbles at least make them disperse as if disturbed by something. CG... and bad CG at that IMHO.

I didn't see anything compelling in that footage. I've watched it several times and the "fast mover" looks incredibly fishlike to me.
