I think the economic climate is a big barrier to this. While throwing a load of money at nasa would create a lot of jobs in the process, unless they look at it as a long term strategy then those jobs would disappear within a few years.

It is sad though to see it in this half way house, where they have enough money to get by and make less acknowledged achivements (compared to the moon landing i mean), but not anywhere near enough money to do things that would really inspire the hearts & minds of the man on the street.
