I don't see this posted anywhere so I don't think I am repeating anything.
It's lights in a triangular formation with a flashing red 4th light. Probably nothing, but interesting. Too bad no sound or other objects in background.

Does anyone here know how to extract the video and raise it's contrast?
I think I see a feint outline (structured triangle ufo) but I'm not certain.
I was able to convert the video but it was too lossy, the conversion looses the very minor tone differences.

I agree with Hawk, it looks like there is some kind've structure in the video. It seems to occasionally obscure the flashing red light. The red light doesn't flash at equal intervals --- it seems to begin fluttering at some point.

Assuming the cameraman is stationary, the the "craft" flies a counter-clockwise circle overhead. I can't get a good impression of size.

Assuming it is not hoaxed, it does strike me as very anomalous. Possibly some type of advanced military craft.
 
I don't know if anyone can find what a balloon may look like at night and what kinds of lights it may have. It would seem reasonable for a balloon to have lights. And during the video you can see specks of white light that seems to be reflecting off whatever it is. This only occurs a few times throughout the video, but it would indicate to me that it is a structured object.

I couldn't tell you if it is anomalous or not. It was easily explained as a balloon so, if that is true, maybe someone can find out more about what a balloon might look like at night.
