Actually the letter from Comey about the emails found on Anthony Weiner's laptop days before the election did have a noticeable negative impact. Her growth in the polls stalled, and she lost by only small margins in three states that gave Trump the electoral college victory. Not an excuse but a fact. Check the polling at the time.

Fake news surely didn't help, but Comey's questionable act was probably the nail in the coffin. Surprised you don't know this by now.

Misguided nonsense. This all began with Trump's foolish decision to end the program. That was misguided. And all the procrastination on the part of Republicans who refused to pass legislation for months despite promises to work on it.

And don't forget the inability to negotiate a deal with Trump. Both parties bring a proposal to him, and he repeatedly changes his tune. As one politician who visited him stated, "Negotiating with this White House is like negotiating with jello, it is next to impossible."
