The probability/strangeness matrix

I'm trying to get my facts straight. Who was the first to use a probability/strangeness matrix, and is there a detailed description of the criteria used? Somehow I remember it was Hynek, but maybe no.
 
Seems like there was a strangeness vs. probability--or was it witness credibility?--chart in one of Hynek's early works. But don't quote me on that.
