Someone asked me to create a conspiracy theory. So here goes:
Warning: There's some er ... jargon in here.
Of course no one does this without actually having in their possession some kind of fundamental ontology or basis for which to create a scaffolding of rules and axioms that build a world of lying liars and sheeple.
Referential Totality
Heidegger's expression for the network of "in-order-tos","what-fors" and "for-whichs" that define the relata of equipment in relation to dasein (read: human being). This totality is the world in which a dasein "dwells" in its pre-cognitive absorbed dealings (coping).
Idle Talk
Discourse or hearsay (literally: you hear something, you say something) that propagates from one dasein to another. This discourse as the characteristic of being disembodied from the originator (or more precisely, the first-hand involvement of the particular dasein that brought the discourse into being) and is simply taken at face value.
My own thoughts: this discourse can often be brought up into a coherent totality of statements which do not contradict each other (at best) or are a part of a generalized totality of assertions and views on reality that can then be packaged and passed around to others. Slogans, memes and thought terminating cliches are good examples of "idle-talk." Some have indicated that the treatise "On Bullshit" is about idle-talk, but this is not entirely accurate.
Idle Talk Nexus
A "world view" that is formulated by a dasein (or dasein's) by connecting disparate fragments of idle-talk and hearsay from a variety of sources that appear to cohere and satisfy the curious regarding the combined public world of referential dealings of more salient (and powerful) daseins. This idle-talk nexus is based on a mass of public precognitive background practices.
The nexus can be fed from above (memes, slogans and such) or from below (in the re-structuring of the infrastructure totality and environment for which dasein's dwell in)
This nexus can also be thought of as the combined effect of all cohering idle-talk that floats about in the world, in signs, symbols and discourse (written, spoken)
Portions of the idle-talk nexus are often referred to as "ideologies." The literal meaning of ideology should be helpful here: pattern/form + logos, i.e. a gathering or collecting of related patterns (eidos: relating to images) that seem to fit.
National Security State
A post- World War II state in which nearly all aspects of political, economic, intellectual, and social life are dominated by considerations of national defense and the drive to maintain a defense establishment capable of protecting the state against all comers.

National Security State Information Axiom:
Any information delivered to workers in a government agency is destined to be released to the public at some time x in the future; Releasing information to the public is equivalent to releasing information to the enemy.
Decision Tree
Lets take the totally de-worlded version:
"Decision Tree is a flow-chart like structure in which internal node represents test on an attribute, each branch represents outcome of test and each leaf node represents class label (decision taken after computing all attributes). "A path from root to leaf represents classification rules"
I.e. classification rules that in turn can be reformulated into a counterfactual ideology when de-worlded from the nexus of activities in the referential totality. This is where public "fuzzing" can take place in the idle-talk nexus when activities are performed to force ambiguities between actual and counterfactuals.
Decision Course
A path from root to leaf on a decision tree represents in the layman's terms a "course" taken with reference public referential totality of equipment and means.
Deciders
Those who plan and formally make calls to sub-functional, sub-organizational leaders to execute courses along a particular decision tree.
Actual Decision Nexus
An array of paths that are executed; i.e. a bundle of decision courses active at a point in time.
Counterfactual Decision Nexus
A bundle or array of paths that might have, or could have been active at point in time.
NSS Information Utility Interval
Corollary to the Information Axiom: The interval between information gathered and any action or deployment based on that information---such that the constitutive "information, signal or relevance link" between world configuration of equipment, people, tools and capital and the actions in response to that configuration are not yet appropriated to the public (and therefore the enemy).
NSS Action Diminishes Utility
Based on the NSS Information Utility Interval which is in turn based on the The National Security State Information Axiom. The notion that all actions in response to signals found by sub-functional organizations diminish the utility of the same proportionally to the length of time it takes to carry out the activity (or bundle of activities).
NSS "Action" Precedes Action
All actions on the actual decision nexus must be temporarily hidden from the public. This can be doing through fuzzing the inputs of the public through media, social media, background practices and other formalities, to the end of introducing the public to the counterfactual nexus. When actual is buried in the contingent and the theoretical, areas of activity around important bundles in the actual decision nexus can be "fuzzed" (coincidental to the "fuzzing" term earlier...not the same meaning) or made fuzzy enough to where ideologies and counter-ideologies emerge to add cover for future decisions called on by deciders.
Here's an immediate application to the theory:
We're about to start bombing targets in Syria (Actual or Counterfactual?)
