Perhaps, if we take this story seriously. Whether you love or hate Obama, it appears his administration has not achieved an enviable record when it comes to giving information to the public.

The federal government no longer cares about disclosing public information

I don't think the federal government is interested in doing anything to serve it's citizens other than curtailing certain rights and privileges...either granted, implicit or implied...that doesn't involve national security as defined and decided by themselves.

But to be fair the same scenario happens on a local level as well be it with governmental public utilities or department motor vehicles etc.

Does the procedure you mention for the Washington Post article also pertain to the NY Times?
 
The Times has limits too.

One problem, which some people who complain about government inefficiencies don't mention, is the fact that staffing is way down over what it used to be. That is supposed to be a good thing, but it means there aren't enough people to perform critical services. This is an outgrowth of a political posture of "starving the beast," which is just plain foolish. It's one thing to make government more efficient, but that's not done by having less people. It's done by better management.
