Just tried searching for UFO books on Project Gutenberg, and what do you know?, I found two books:

"The Flying Saucers are Real" by Donald Keyhoe

There are a few ancient sci-fi books but it seems very few old and obscure, or even well knownnon-fiction UFO books ... but I'll keep on a-trying ... you never know what you will find on Project Gutenberg.

I believe that Donnelly's Atlantis and Ragnorak are on there as well.... not UFOs but interesting. I use, when I can, ManyBooks.net because they offer their public domain books in a variety of formats. It is much more user friendly.
