Could this be F-16s in formation?

Night videos especially of this type aren't good evidence of anything other than a light in the sky. To me this could be planes.

My co-workers first impression was that it was a group of migrating geese, underlit by the city below.

I have experienced seeing geese underlit and producing a similar phenomena. However, the lights in this video appear to traveling too fast and the formation doesn't vary enough. A formation of birds will vary, the lines will waver and individuals will move in and out of the formation as it travels across the sky. These lights don't appear to move like birds to me. If they are aircraft wouldn't they have navigation lights flashing and would the camera used pick that up? From the aircraft shown later on in the video it appears that navigation lights do show up in the camera yet the formation doesn't have any.
