Right, so bascially what you are saying is that we are living in some kind of universal "veil of ignorance" about what are own reality is? I can buy that but would love to know what your hypothesis has for a conclusion just simply out of curiosity.

If we are tadpoles and they are frogs...then why involve the tadpole in any part of the process? i.e. if "we" as human beings are involved then that alone suggests that whatever it is, we can comprehend at least in part. I know I at least could and I know you could...yes...billy bob in booger holler arkansas (pop 7 if you count the dog...seriously) may not but as a whole, "we" as human's probably could...the government being involved proves that as far as I'm concerned.
