WTF?? Roadblocks in Alabama - DNA Collection!

This weekend near my home in the country on Friday and Saturday nights the Sherriff Office instituted several roadblocks for the purpose of collecting mouth swabs and/or blood tests for the NHTSA (National Highway & Traffic Safety Administration). One of these roadblocks took place on a State Highway 34 between Pell City, Al. and Talladega, Al....a road which the wife and I travel every Sunday on our weekly movie matinee trip.

Now here is what happens, they flag everyone down to a stop and ask you if you would like to volunteer giving them your DNA with a mouth swab and a small vial of your blood, in return they would give you $10 for the saliva DNA and $50 for the blood DNA. IM NOT KIDDING! THIS HAPPENED.....IN FREAKIN ALABAMA! If you decline to do so they let you go on down the road. The LEO were in uniforms with their County Sheriff cars, those taking the DNA were in dark blue pull over shirts and Khaki pants. In researching this, I found that NHTSA is paying a Research Institute and OFF DUTY Deputies for working these roadblocks and collecting this DNA. I assume the payment to the citizen is also from the NHTSA (which I would think is our TAX MONEY AT WORK). The officers said the DNA would not have your name attached or info of any kind and that no one was required to show a drivers license at these stops.

Now I found this stunning and quite intrusive and I am still trying to find out why the NHTSA is wanting this DNA. Although this was voluntary it was not voluntary that you stop and hear the DNA for CASH pitch. Why would they not set up in a parking lot or mall and offer to pay people for this instead of setting up a roadblock on a main highway requiring people to stop. AGAIN...WHY DO THEY WANT THIS????

Seems a bit odd but I guess it is one way of doing a DNA study.
 
The police state thing is going too far. The next step is if you refuse they'll just impound your car. It's actually already that bad here. I heard that in BC if you're pulled over and refuse to let them take a blood sample they can immediately impound your car and charge you a fine upwards of $2000 without the benefit of judge or jury ... it's just nuts, and I heard they wanted to bring that practice into Alberta as well.
