That sounds like a dangerous idea. An electromagnetic pulse from a solar storm could turn society off like light switch. We are already in a bad position if such an event occurred.
as you say if that happens we are going to have problems either way.
human governments are just as prone to such setbacks.
for example in australia there is some talk of removing the positions of "state" governance.
the premise is in the days of horse and pidgeon it made sense to have regional or state governours, these ppl were the policy "buffers" so to speak.
now we have modern telecomunications, decisions made in the federal parliment, can be transmitted to every corner of the land alsmost instantly.
EMP will disrupt that regardless of whether the central procesor is a parliment of (usually bickering)humans, or a cybernetic synthetic intelligence. this "prime" minister would be buried deep in the ground with backup power, but understand such a system would not be a single cpu, but rather a series of globally distributed nodes, each able to compensate for the loss of individual nodes with no problems. the more nodes the greater the redunancy, one only needs 3 nodes for "Quorum"

we already put our lives in the hands of computers, anyone whose taken a flight on a plane has done so, from the CAD that went into the construction, to the autopilot, and GPS navigation systems.even the pilots skills, are trained and honed in a computer "simulator" before hes entrusted with his passengers.......
