Are they going to enforce it through local law enforcement or just their "sustainability" agents? I ask because I just can't see the police writing citations to people with gardens and rain barrels. The UN is not enforcing anything in the states. It is NGOs like ICLEI implementing Agenda 21 on a local level. I am fighting them at our city's Energy Commission.

Population control is already being implemented in many ways.
