What about the secondary reasoning: that he was asked or instructed to make up a tale...or that he was provided with one to further the UFO/govt cover-up myth for some reason.

I don't think the coverup is a myth even if Corso's ideas definitely are. The newly published Revealed! The Greatest UFO Secrets goes into the purpose of his disinfo. and that of others.

As much as we say that the whole "alien" issue is most likely more complex then we can realize, I think it's likely the "cover-up", if there is one for the reasons we think, is probably vastly more complex as well.

I'm unfamiliar with this author.. As far as I can tell, he has published one other 76 page UFO 'book' called 'The Truth about UFOs and aliens.' Zoominfo has this to say:

Tim Donovan - Born in 1956, graduated from high school with honors, earned college degrees without classroom instruction in the 1970's.Tim has been a freelance writer for about twenty years. His works include The Alien Plan for Earth and The Impact of Tyrannosaurus. Formerly a member of Mensa and the Mutual UFO Network, the author has studied the UFO phenomenon for thirty years and has developed comprehensive, original theories relating to alien planning and motivation.

I couldn't find any ionformation about the books cited in the quote, but I did find this: http://wholism.8m.com/evolution/alien_plan.htm as an example of the author's writing and thoughts. It certainly appears that Donovan thinks he knows all the answers, and for that reason I am wary of giving this new book any special status.

The new work is much longer and both reject Corso, as do many other people of course; the difference is that Revealed!..attempts at length to unravel the purpose of such disinfo.
