The developers built the wrong sorts of buildings, the traditional "queenslander" is built up on stilts, but developers opted for the typical slab construction methods.
Also as a result of the last decade of drought, dam levels were kept as high as possible giving no buffer scope when the rains invariably came. The QLD govt mothballed its desalination project and instead had catchment dams running at over 100 percent capacity. In this mornings news they say the dam got to 190 percent capacity at one point, and they had to open the gates at the same time as the rains were dumping a deluge.
There is something to be said for the old sunday school song that says "the wise man builds his house apon the rock".
At the end of the day population pressures are forcing us to build in areas that should perhaps be left in a natural state.
And weather cycles either natural or manmade are going to do what they do and floods will happen, have happened, will happen again.
