If God exists – and he doesn't – he is irrelevant.

Even if God doesn't exist I don't see how it is irrelevant. People make decisions everyday and many of those decisions have to do with what they think God is and what God wants. Religions of the world have a stranglehold on much of the culture and politics surrounding all of us. And that is largely relevant to everyone regardless of your beliefs.

As a social phenomena I think you are right.

However, the whole concept of who and what God is supposed to be can be hard to pin down. All gods are not equal in personality or level of involvement so in all reality which god is being discussed becomes pretty important. I think the discussion of God as a generality really doesn't make a lot of sense and quickly looses all meaning.
