When your charged with protecting people's lives in a locked building you don't let an angry crowd inside. They were armed so they weren't outnumbered. At best they were poorly trained. The entry points we're limited and I'll guarantee if you shoot 3 people there aren't many willing to be the fourth. Anybody who tried to breach a secure public building with an angry crowd behind them. I hope it never happens again, but if it does there won't be any negotiation or hesitation.And who were the people who should have been shot?
